Etymology

This is possibly OE  hragra-mere 'heron-mere,' v. mere and the lost Rawerholt in PN BedsHu 186. The forms are so late that the second r might well have been lost by dissimilation before the first form is recorded. Another possibility is that the first element is OE  rāha , a variant form for the more usual ra , 'roe.' The vowel might have been kept short in the compound so that rah became ra (u )gh and not rough .
